China offers Africa financial aid including $10 billion in loans

China has offered Africa concessional loans worth US$10 (€6.5) billion as part of a host of new measures aimed at improving the economy of African nations. The announcement was made at the opening of the Forum on China-Africa Cooperation (FOCAC) in Sharm el-Sheikh, Egypt. Leaders of nearly 50 African countries are attending the two-day conference.

China had already stated today at the 3rd Conference of Chinese and African Entrepreneurs, held immediately before the FOCAC, that Chinese firms would be encouraged to invest in Africa, while both sides would work together to improve the tourism, telecommunications and finance industries. China also said that governments should work with businesses to ensure co-operation between China and Africa.

As well as the loans, made over three years, China will write off the debt of Africa’s poorest countries, build 100 African green energy facilities and systematically lower import duties on 95% of all African products exported to China. Another promise is a loan of one billion dollars aimed at small and medium sized businesses in Africa. There will also be efforts to promote each other’s culture and increased medical assistance to Africa. Medical assistance comes in the form of 500 million yuan (US$73.2 million) of goods for the 60 hospitals and malaria centers China has already built, as well as 3,000 doctors and nurses. Roads will also be improved.

China also plans to assist with satellite weather monitoring, to help combat desertification and work within the urban environment, all aimed at reducing global warming. The new energy facilities will focus on solar, biogas and small-scale hydroelectrical installations. Another new measure is a promise to aid African farmers to ensure the continent is fed, increasing the number of demonstrations of agricultural technology in Africa to 20 and sending 50 teams of agricultural technology experts to the continent. Training in agricultural technology will be provided to 2,000 people.

“The Chinese people cherish sincere friendship toward the African people, and China’s support to Africa’s development is concrete and real,” said co-chair Chinese Premier Wen Jiabao as the FOCAC opened up, adding “Whatever change that may take place in the world, our friendship with African people will not change.” He described this friendship as ‘unbreakable’. Two years ago China pledged US$5 (€3.37) billion at the last FOCAC in Beijing and now, according to Jiabao, “China is ready to deepen practical cooperation in Africa.”

China has fulfilled its 2006 pledge, investing a total of US$7.8 (€5.26) billion in Africa last year alone. 49 African countries are represented at the FOCAC, which was created in 2000, although Jiabao noted that relations between China and Africa go back fifty years. China had already forgiven or reduced the debt for thirty nations at that FOCAC summit.

According to Chinese state-owned paper China Daily, trade between China and Africa increased by 45% last year, to give a total value of US$107 (€72.1) billion, a tenfold increase since 2001 and up from US$491 (€331) million in 2003. The Chinese have a 9.8% market share, the largest of any nation, according to the U.S. Commerce Department. China has paid for schools, hospitals, malaria clinics and Chinese scholarships for African students. 50 more schools are to be built and 1,500 people trained to staff them.

Since 2006 Chinese energy firms have committed to spend at least US$16 (€10.8) billion securing African oil and gas. China’s Sinopec Group, an oil giant, bought up Addax Petroleum Corporation from its Swiss owners that year, gaining control of oilfields in Nigeria, Cameroon and Gabon. China promised earlier this year to spend US$9 (€6) billion on infrastructure in the Congo in exchange for mineral deposits for mining operations.

Jean Ping, leader of the African Union, said the told those at the conference that the money is coming at an opportune time, because African growth was “totally compromised” by the global financial crisis. Ping said one of the lessons learned is that the world is paying for “the irresponsible and lax behavior” of large financial companies whose philosophy was to make short-term profits.

Not all Africans are happy with China’s increasing involvement in their continent. Trade practices are a concern for some, with a view that China exploits Africa for raw materials before selling back finished goods. Among these are Egyptian Trade and Industry Minister Rachid Mohamed Rachid. Egypt is the richest nation in the Middle East and is discussing this perceived issue with China. Rachid told Bloomberg “What is a worry for me is if competition is unfair. That is where we are unhappy.” Jiabao described the trade as being based on “win-win programmes… and transparency.”

Others in Africa are delighted with the situation. “We want more investment from China,” Tanzanian President Jakaya Mrisho Kikwete told the forum. Egypt’s own President Hosni Mubarak talked of “peace, security and growth,” and of “boosting cooperation between China and Africa.”

Jiabao also used his speech to respond to criticisms that China worked with nations regardless of their human rights record, such as Sudan, whose President Omar al-Beahir is wanted on a warrant issued by the International Criminal Court for war crimes. “Africa is fully capable of solving its own problems, in an African way,” he said, adding that “China has never attached any political strings […] to assistance to Africa.”

Beshir thanked China in a speech for diplomatic work in Sudan, including working to defuse the Darfur conflict, which the United Nations says has left 300,000 dead. “We express our deep appreciation for China’s efforts in backing the comprehensive peace agreement in Sudan and its peace efforts in Darfur,” he said, referring to a peace deal between the northern and southern parts of his country. “We thank China particularly for backing efforts by our countries to achieve peace and stability in Africa’s zones of conflict.” Jiabao said China was willing to work towards “the settlement of issues of peace and security,” in Africa.

A further criticism has been that China has brought in Chinese workers and used their own knowledge, instead of training locals. Jiabao’s speech indicated an intention to co-operate better in the fields of science and technology, as well as improve training for African students on technical courses.

Hackers try to use German Wikipedia to spread links to malicious code

The German version of the encyclopedia Wikipedia, has been used in an attempt to spread a “malicious code” which would unleash a virus on to personal computers worldwide.

The page titled: “W32.Blaster” (link in German) was edited in a way where a link was placed in the article directing users to a site where an alleged fix for the Lovesan/MS Blaster worm, but the fix turned out to be false and the file was considered “malicious.” Computers that were target would receive e-mails from what appeared to be the Wikipedia.org website telling them to download the fix and including a link to it.

“The good news is that the authorities at Wikipedia quickly identified and edited the article on their site,” said senior technology consultant at Sophos anti-virus, Graham Cluley.

Although the edit has since been reverted or removed, until recently the edit remained in an archived version of the page; eventually, the archived version was also removed.

“A version of the page remained in the archive, allowing the hackers to send out spam and continue to direct visitors to the malicious code,” added Cluley.

It is not known how many computers have been affected by the worm, if any at all. It is also not known when the edit was made and how long it was active on the site before it was deleted. However it appears that it was deleted on October 31, as the page was partially deleted on that day twice, according to log files (english translation courtesy of google translate).

The swimsuit is possibly the most enigmatic piece of clothing simply because it conceals and reveals at the same time. Nowadays, you have micro bikinis and micro briefs that challenge the concept of clothing itself. Has it always been like this? Let s take a brief look at the history of the bathing suit.

It s believed that the first bathing suits originated from ancient Greece where beautiful and rich women would indulge in the practice of public bathing. A few centuries later when the Roman Empire flourished, public bathing became a very popular pastime as highlighted by the construction of many Roman baths. In a classical Sicilian villa, images on a mosaic wall clearly showed Roman women dressed in two-piece garments which were compatible with the bikini worn by modern-day women. However, the bikini-style attire was not only used for bathing but it s also worn by the women when they performed a variety of exercises. As the Roman Empire declined, the popularity of public bathing also declined. For a few hundred years, the western world shied away from public bathing, and there was not much of a demand for swimsuits.

It was not until the early 18th century that people began to embrace the practice of public bathing again. Flocking to natural springs, men and women sported toga-style bathing suits, which were obviously borrowed from ancient Roman times. These classical bathing suits were phased out in no time as the women in Europe preferred a more modest style. Going to the beach, they would appear in heavy dresses of wool, and they would also wear hats, stockings, and shoes.

As the practice of public bathing spread to the United States, the evolution of the modern swimsuit would begin. In the early 1900s, a modest, tighter fitting swimsuit would be introduced to replace the woolen swimsuit. Instead of the woolen dress, women would wear leotard-type tops and shorts. Hats were still used but the stockings and shoes would be replaced by bathing socks. This bathing suit exposed the arms and knees, signaling a return to the more the bikini-style bathing suit of the Roman era. In the 1920s, the swimsuit changed radically as the social revolution for women picked up steam. Designers created more revealing and sexier swimsuits to exhibit the liberation of women in the United States. Necklines were plunging, skirts were shortening, and waists were tightening. In the 1930s, swimsuits featured even lower necklines, and the bare-back design was introduced, along with tight-fitting belted shorts.

The Great Depression and WWII put a halt to the evolution of the swimsuit. After the war, Americans rushed to the beaches in droves, ushering in the era of the bikini. In the 1950s, fashion designers continued to push the boundaries by recreating the one-piece bathing suit, culminating in see-through netting designs in the 1960s.

Through the years leading to present times, fashion designers experimented with fabrics, cuts, and styles to create the most captivating swimsuit. Today, the line between concealment and exposure is so thin it may just be a C-String away from becoming invisible.

Several groups seek to purchase Saturn auto brand

Penske Automotive Group, Inc., an Ohio-based investment group and Telesto Ventures have indicated separately that they are interested in purchasing the Saturn auto brand from General Motors (GM).

According to The Wall Street Journal, Nissan-Renault is interested in purchasing Saturn. Bloomberg, however, indicated that Nissan-Renault may be a partner of Penske’s potential bid. If Penske acquired the brand, they would distribute Saturn vehicles and outsource the assembly.

GM revealed that the Saturn brand along with Saab and Hummer were up for sale when unveiling their restructuring plans to Congress for governmental loans. While the Pontiac brand was originally to be a niche brand, GM had changed their plans recently and decided to eliminate the brand.

Telesto Ventures is an investment group that includes private equity firm Black Oak Partners LLC of Oklahoma City and several Saturn dealerships. Initially, Telesto will purchase Saturn branded cars from GM then act as a general retailer for foreign brands. Telesto is in talks with several foreign manufacturers.

The Ohio group includes many former senior auto company managers plus private financial backers, chemists and engineers who live in Michigan, Ohio, Indiana and Florida. This group plans to initially purchase cars from GM then purchase existing but closed plants due to automaker restructuring. Additionally, one of the partners indicated a willingness to accept some “legacy” cost in relation to the United Auto Workers. The Ohio group is also pursuing possible loans or other support from national and state governments.

GM is reviewing several offers for Saturn. GM has contracted with S.J. Girsky & Co. to advise them on the sale.

Proud Boys chapter leader pleads guilty in US Capitol attack

On Friday, leader of the North Carolina chapter of the Proud Boys organization Charles Donohoe pleaded guilty to charges of conspiracy to obstruct the United States Congress and assault of an officer of the law, both felonies, on January 6, 2021.

Donohoe’s plea was part of a bargain in which he also agreed to cooperate with federal prosecutors’ investigations of the Proud Boys and its leadership. Other alleged leaders, including national chairman Enrique Tarrio, have entered not guilty pleas on charges of seditious conspiracy. According to prosecutors, they were members of an elite group of leaders called the “Ministry of Self Defense” and hand-picked by Tarrio.

Prosecutors’ filings also said Donohoe supplied the Proud Boys with radio transmitters, so they could communicate before and during the 2021 attack on the Capitol. Tarrio was arrested two days before the riot. Immediately after Tarrio’s arrest, Donohoe deleted the group’s messages on the Telegram communication platform and messaged that plans might be compromised. “Well at least they won’t get our boots on the ground plan because we are one step ahead of them,” he wrote in a follow-up.

Donohoe reportedly never entered the Capitol, even though he was in the first wave of people descending upon the building, as he was overcome by pepper spray. Nevertheless, his assault charges stemmed from throwing two water bottles at Capitol Police officers. He allegedly also sent messages stating: “We stormed the capitol unarmed … we took it over.”

The assault on the Capitol took place while Congress was certifying the results of the 2020 presidential election won by Joe Biden. The Proud Boys were in favor of a second term for former president Donald Trump.

Gamespy, IGN award Galactic Civilizations II expansion Editors’ Choice

Plymouth, Michigan, United States – This week, independent software developer Stardock released Galactic Civilizations II: Dark Avatar, an expansion to their PC turn-based strategy game Dread Lords. Industry websites IGN and GameSpy responded with Editors’ Choice awards, while UGO gave it an A. The expansion had previously been named as one of GameSpy’s Most Wanted Games of 2007.

Reviewers cited the significant increase in customization options, better artificial intelligence, and an improvement in graphics quality as decisive factors. UGO’s Adam Swiderski noted that “if creating a fleet of death-dealing starships sounds like fun to you (and it really should), this is your dream playground,” while GameSpy’s reviewer suggested that “after a week of playing Dark Avatar, you may forget Master of Orion altogether.” Criticism mostly revolved around “uninspired” ground combat, a too-generic tech tree, and the continued lack of multiplayer support.

The original game received some publicity for its lack of copy protection, but gained far more by the actions of a StarForce forum administrator, who made a post linking to an illegal BitTorrent download of the game. StarForce developer Protection Technology later claimed this to be a poorly-considered attempt to demonstrate the result of not using their software, which is designed to prevent software piracy. The result was a media backlash against the company, including satirical commentary by gaming webcomic/blog Penny Arcade describing the action as “extortion.” Its writer, Jerry Holkins, asked that “publishers distance themselves from a company that has shown such contempt for their industry.”

The expansion is available as an online purchase in CD or digital download form through Stardock’s gaming subsidiary, TotalGaming.net. A compilation of the original and expansion has also been released as Galactic Civilizations II: Gold Edition and is available in stores, say Stardock. Their retail game releases still contain no copy protection, but online activation is required to download updates.

The PCP pump has a substantial history. It was invented and engineered in the late 1920’s by the Frenchman Rene Moineau.

Moineau set out to design a rotary compressor and in the process developed a new rotary mechanism to be employed for the utilization of variations in the pressure of a fluid, which he called “capsulism”. His purpose was to make it doable to use this capsulism in pumps, compressors, or motors.

In the early 1930’s, the Progressive Cavity Pump s concept patent was licensed to three companies: PCM-Pompes of France, Mono Pumps Ltd. Of England, and Robbins & Myers, Inc. Of the United States. Over the years, other small pump companies have produced spin-offs of the Moineau principle.

The Moineau concept has been put to work in many industries in a broad variety of applications since its licensing. It has been used as a pump in just about every industry: chemical, coal, food, metal working, mining, paper, petroleum, textile, tobacco, and water and waste water treatment. In the petroleum industry, the PCP pump has been utilized as a surface transfer pump for over 50 years.

In the mid- 1950’s, the progressive cavity pump principle was applied to hydraulic motor applications by reversing the function of the progressing cavity pump. The device was then being moved by fluid instead of pumping fluid. With the pump elements being driven by drilling mud or other fluids, it established itself as the primary mover for drill motors. The Moineau principle is presently being extensively employed in the petroleum drilling industry.

Then in the early 1980 s, the progressive cavity pump was put to work as an artificial lift method in the petroleum industry. Robbins & Meyers, Inc. Of the United States has to be credited with being the first to apply the Moineau concept to artificial lift in the petroleum industry. They turned into the first PCP pump producer to market the pump as an option to ordinary lift methods and to establish a new market for the PCP pump. A progressive cavity pump also can function as a motor when fluid is pumped through the interior. Applications include well drilling.

Progressive cavity pumps are also frequently referred to by the specific producer or product names. It is not uncommon to have people refer to them as Moineau pump, Mono pump, Twister pump etc. The Twister PCP pump is a modern pump produced by Canam Pipe & supply.

Guidant announces more defibrillator problems

Guidant Corporation recently announced another safety warning on several models of its implantable defibrillators, cautioning users for the second time in a week about the devices. No patients are known to have been injured by the devices at this time. This brings the total number of defibrillator models recalled to twelve.

According to the Associated Press article, the five defibrillator models recalled “have a magnetic switch that can become stuck in a closed position, preventing the device from treating irregular heart rhythms. The faulty switch also can limit a defibrillator’s battery life.”

After the announcement Friday, Guidant’s stock dropped 6.9 percent, or $4.70, to $63.90.

U.S. Congress passes CAFTA with 2 vote House margin

The U.S. House of Representatives approved the Central American Free Trade Agreement (CAFTA) early morning Thursday, with a narrow vote of 217 in favor, 215 against. Voting was held open for an hour, 45 minutes past the House’s 15-minute voting rule as the President along with other supporters lobbied into the night.

The vote was so close, if one House member changed a “Yea” vote to a “Nay” vote, CAFTA would have failed in a 216-216 tie.

In tallying the votes, 25 Republicans, mostly from Midwest Corn Belt and Rust Belt states and the Southeast United States’s textile industrial belt, broke party line to vote against the measure. Two Republicans were present, but refused to vote.

The Democrats presented a more united front. All but 15 Democrats present voted against the treaty. Independent House members, who usually vote with the Democrats also voted against the measure.

Supporters of the measure include President George W. Bush, Vice President Dick Cheney, U.S. Trade Representative Rob Portman and Commerce Secretary Carlos Gutierrez. Opponents included most House Democrats.

The trade agreement already passed the Senate in June. President Bush has said he will sign it into law.

DR-CAFTA encompasses the following components:

  • Services: all public services are to be open to private investment.
  • Investment: governments promise to grant ironclad guarantees to foreign investment.
  • Government procurement: All government purchases must be open to transnational bids.
  • Market access: governments pledge to reduce and eventually to eliminate tariffs and other measures that protect domestic products.
  • Agriculture: duty-free import and elimination of subsidies]] on agricultural products.
  • Intellectual property rights: privatization of and monopoly over technological know-how.
  • Anti-dumping]] rules, subsidies and countervailing rights: governments commit to phase out protectionist barriers in all sectors.
  • Competition policy: the dismantling of national monopolies.
  • Dispute resolution: the right of transnationals to sue countries in private international courts.
  • Environmental protection: the enforcement of environmental laws and improvement of the environment.
  • Labor standards: the enforcement of the International Labour Organization’s core labor standards.
  • Transparency: the reduction of government corruption.
